  • Restricted to Des Plaines city residents- Must be lacking in funds to pay said bill- Must be experiencing a temporary financial hardship, such as loss of a job- Must have a past due balance for a basic need, such as rent or utilities- Must have a plan for sustainability, for example, returning to work
