The primary focus is to provide and maintain quality, affordable housing within a safe, stable environment. In addition, the Authority promotes educational, employment, economic development, and self-sufficiency programs and initiatives for the residents to assist them in enhancing and improving their lives.

Provides a source of education, advocacy and support to the public and the health profession about the causes and prevention. Products and services: Audio/visual, programs, books, educational leaflets, and/or referral service. Does not provide samples of incontinence supplies or any type of financial assistance.

Therapists use this method to help children express what is troubling them when they do not have the verbal language to express their thoughts and feelings.

Provides Medication-Assisted Treatment who struggles with an Opioid Use Disorder. Other services include primary health care, group and individual counseling, recovery support coaching, and care management.

Provides comprehensive psychiatric, mental health, and substance use screens, assessment, treatment, and referrals in a safe and confidential environment. Services include:

-- Evaluation and diagnosis.

-- Psychiatric inpatient support, medication management, and follow-up care.

-- Discharge planning.

-- Chronic disease and chronic pain management.

-- Non-intensive Substance Use, ASAM assessment, referral and treatment.

-- Depression and related mood disorders treatment.

-- Cognitive function screening and referral.

-- Life stress management related to employment, relationships and finances.

Provides decent, affordable housing for low-income families by bringing together the necessary volunteers, experienced help, suppliers, city and government agencies, and families to form partnerships and build houses.

Offers an overnight winter shelter for those in need.

For those participating in the shelter program, the cafe can provide meals, beverages, personal hygiene kits, showers, laundry, social activities, and peer-led support.

Emergency shelter residents have access to case managers upon request.

Provides education and consumer assistance designed to facilitate enrollment of county residents in the Illinois Health Insurance Marketplace through the In-Person Counseling Program.

People in need of assistance due to language barriers, technology disadvantages, or a lack of understanding of health insurance can arrange to meet an In-Person Counselor to assist them.

Offers "Norman Services" to support families with children at risk of being placed in DCFS care or unable to return home due to unmet basic needs such as food, shelter, clothing, or other essential items. These services aim to prevent child removal or facilitate reunification by addressing critical living circumstances.

Eligible families may receive assistance through Public Aid/TANF and other cash grants, the Housing Advocacy Program (HAP) to secure permanent housing, and the Emergency Cash Assistance Program for immediate basic needs.

Additionally, the services include support for guardianship-related matters, providing guidance and resources for individuals navigating the appointment or opposition of guardianship arrangements for children or adolescents.

Families with children 3 and under can receive a full box of diapers/pull-ups every 30-days. Individuals that may need adult diapers may qualify as well.

Offers an animal shelter with cats and dogs. Services include low-cost spay and neuter services for pets, as well as vaccination services. 

Provides mental health services for individuals in need. Services include evidence-based practices to help individuals overcome challenges and live fulfilling lives, reduce the stigma surrounding mental health, and promote mental skills as essential components of overall health. 

Provides home-delivered meals to seniors or disabled individuals who are homebound. Meals can be either warm or frozen, depending on location within Will County (with some clients able to choose between the two options). Warm meals are delivered daily during the week, and frozen meals are delivered in boxes of 5 on Monday.

Offers mental health, medical, dental, developmental, and educational services to children in foster home placement, specific to each child’s needs.

Also offers therapy, training, and peer support for parents and caregivers.

Crisis intervention for run-away, locked-out, homeless, and ungovernable youth. Ensures youth get emergency psychiatric or substance abuse treatment if needed, follow-up care plan for youths reunited with family, and short-term or long-term placements if reunification is not immediately possible.

Offers internal medicine, pediatrics, general health care services, as well as ancillary services including laboratory, x-ray, pharmacy, nutrition, mental health counseling, health education and translation services.
